Stamp duty uses the standard scale: 1% up to RM100k, 2% to RM500k, 3% to RM1 mil, 4% above. First-home exemptions apply only under current government rules and eligibility; check with your lawyer.

Buying new property in KL: the basics
What does "new launch" mean?
A project sold directly by the developer, usually before or during construction. You pay in stages as the building progresses, and the developer's package may include rebates, free legal fees or furnishing.
How much downpayment do I need?
Banks usually lend up to 90% for your first and second residential property, so you need about 10% upfront. From the third property onwards, the margin drops to 70%. Developer promotions can reduce what you pay at signing.
Freehold or leasehold?
Freehold land is owned indefinitely. Leasehold is held for a fixed term, typically 99 years, and selling or charging it may need state consent. Both are common in KL; tenure affects resale and financing terms.
What other costs should I budget for?
Stamp duty on the transfer and on the loan, legal fees for the loan agreement, valuation where applicable, and maintenance fees plus sinking fund once you get the keys. Many new launches cover the sale-and-purchase legal fees.
When will I get vacant possession?
For a high-rise under Schedule H, the developer generally must deliver vacant possession within 36 months of signing the Sale & Purchase Agreement. Late delivery entitles buyers to liquidated damages under the agreement.
